European presidents vow legal, political guarantees for Ukraine
In a social media post, Costa described the meeting as “productive and important” for coordinating international support for Kyiv. He explained, "We stand ready to commit to a system of politically and legally binding guarantees that will be activated once a ceasefire enters into force. The EU will contribute to the efforts to ensure the security guarantees that Ukraine needs for any agreement for a long-lasting peace."
Costa also emphasized that the EU will continue to back Ukraine’s EU accession efforts, meet its financial requirements over the next two years through the €90 billion ($105 billion) loan agreed last December, and provide assistance through both civilian and military operations on the ground.
EU Commission President Ursula von der Leyen described the summit as a clear demonstration of unity among EU member states, NATO allies, and other partners. She wrote, "Our joint statement sends a clear message. We collectively stand by Ukraine and a safe, secure prosperous future lies ahead."
Earlier on Tuesday, French President Emmanuel Macron hosted the high-level summit at the Elysee Palace, gathering nations willing to offer security guarantees to Ukraine in the event of a ceasefire with Russia.
